附加說明 1.Basic qualification:
A. Proof of registration or establishment of the supplier:
(A) Domestic tenderers: Please see the details in Chinese Tender Notice.
(B) Foreign tenderers: The legal registration documents verified by the original government agency or its authorized institution is required. The supplier should get Branch Registration Certificate issued by ROC(Taiwan) government. Meanwhile, the supplier should acquire the Construction Industry Registration Certificate of ROC(Taiwan) in accordance with regulation 4 of the Construction Industry Act, in which one of the business items shall be”E101011 Grand A Comprehensive Construction Enterprises “from proprietorship table of business project code based on the Commercial Department of the Ministry of Economic Affairs. The copy of aforementioned documents is required at the time of bidding.

B. Proof of membership to an industrial or commercial organization in accordance with the Act of Industrial Organization or the Act of Commercial Organization:
(A) Domestic tenderers: The current year annual membership certificate of Engineering Contractor Association shall be submitted.
(B) Foreign tenderers: The winning tenderer shall join the Taiwan Engineering Contractor Association within sixty calendar days after tender awarding date.(It can not request to exclude or extend construction period)The document shall be submitted to tendering agency for evaluation; if not completed, the contract could be cancelled and compensation could be requested.
C. Proof of credibility of tenders:
(A) Domestic tenderers: Proof of credibility of a supplier, such as the proof, issued by a clearing house or a financial institution within the last six months before the deadline for tendering, that the supplier is not a debarred customer, and the proof of the recent 3 years concerning record of no bouncing checks. Where the proof of record of no bouncing checks, reveals that there was a record of bouncing check, and the check has been paid, it shall be deemed as a record of no bouncing checks. Where there is an evidence showing that the supplier is a debarred customer or has record of bouncing checks before the time-limit for tendering, an entity shall handle the case by evidence.
(B) Foreign tenderers: Tenders are required to submit one of the following documents:
a. The financial statements audited by an accountant and all attachments thereof for the previous fiscal year or for the latest year.
b. The credit certificates issued by a financial institution or a credit investigation agency.

2、Specific qualification:
A. Suppliers should submit the proof of regarding well- experienced or possessing actual achievements:
From January 1, 2004 to the deadline for tendering, tender has performed and completed Circulate Water Pump House Project, or completed project included underground structure work, and one contract amount (including business tax) was not less than NT$ 700 million or the accumulated contract amount (including business tax) is not less than NT$1,750 million. The inspection and acceptance certificate or the proof of normally functioned condition after use issued by the procuring entity may be included.
B. Suppliers should submit the financial statements:
The financial statements audited by an accountant or an auditing entity and all attachments thereof for the previous fiscal year or for the latest year, and the content of which is in conformity with any or all of the following requirements specified in the tender documentation:
(A) The equity is not less than NT$240 million.
(B) The current assets are not less than current liabilities.
(C) The total liabilities does not exceed four times of the equity, except for government-owned enterprises conducting the privatization policy.
The amount of private investment according to relevant promotional laws shall be deducted from the total liabilities.
