Qualification of contractors in bidding:
A.basic qualifications for bidding company:
1.E601010 electric equipment installation industry or 2.E701010 telecommunications engineering industry or 3.E603080 traffic signal installationengineering industry or 4.E603050 automatic controlling engineering industry
B.certificate for proof:
1.electric equipment installation industry: registration license within validity period, proof of tax payment, membership card of electric engineering industry guild within validity period
2.telecommunications engineering industry: registration license within validity period, proof of tax payment, membership card of electric engineering industry guild within validity period
3.traffic signal installation engineering industry: proof of company registration/establishment, proof of tax payment
4.automatic controlling engineering industry: proof of company registration/establishment, proof of tax payment
Special qualification of contractors in bidding:
(1)The contractor has completed similar projects of the same demander ten years before the deadline of the bidding. The single price was no lower than one tenth of the budget (NT$36,762,220) or the accumulated price was no lower than half of the budget NT$183,811,101.
(2)The foregoing similar projects contain: installation of axle counters in commercial railway system (including High Speed Railway) or MRT.

Table of achievement
Contractors in bidding shall present a table of achievement and attach the following documents:
(1)Domestic achievement:
(a)Given the achievement in projects of governmental agencies or public services, the copy of the certificate of passing the inspection or of functional normality shall be attached.
(b)Given the achievement in projects of private parties, the copy of the certificate of passing the inspection or of functional normality shall be attached and approved by court or civil recognition.
(c)The contractor’s domestic or foreign achievements are acceptable to be listed in proposal.
(2) Foreign achievement:
(a) The copies of the contract and the certificate of inspection (or of functional normality) shall be approved by the foreign government or recognition agencies and Taiwan’s exterior agency (Chinese version of declaration needed). The signature of the contractor is imperative as a proof of validation on provided information.
(b) If the foreign achievement was not valued in New Taiwan Dollar, contractors in bidding shall convert the price into NTD by the exchange rate settled by Taiwan Bank one day before the bidding was announced.
(c) The contractor’s domestic or foreign achievements are acceptable to be listed in proposal.
(3) In the foregoing mention, the “certificate of functional normality” is deemed as a certificate given by the demanding party after validating the robustness of the function.
(4) If the listed achievement contains co-bidding cases, the agreement or other documents of the co-bidding cases shall be attached as well (a proof of the price). The recognized achievement of contractors in bidding depends on the practical achievement of each member after the inspection on the co-bidding cases. Or the recognized achievement of contractors in bidding depends on the ratio of contracted price of each member after the inspection on the co-bidding cases.
(5)If the listed is one of the domestic or foreign achievements of the sub-contractor, the sub-contracting agreement shall be submitted whilst bidding.(It shall be approved by the foreign government or recognition agencies and Taiwan’s exterior agency. The Chinese version the original would be needed.)
